Answer:

3969

Explanation:

I assume when you say "7^-2" you mean "7 to the power of negative 2", if i am wrong tell me in the comments and I will make another answer

9^2=81

7^(-2)=(1/7)^2=1/49 (negative exponent make to where it is as if you have the positive exponent version of the number but with the base being the reciprocal, meaning you would flip the 7 over 1 to a 1 over 7 and make the negative 2 positive)

so you are left with 81 divided by 1/49

dividing by a fraction is the same thing as multiplying by the reciprocal of that fraction so instead of 81 divided by 1/49 it is 81 TIMES 49/1

81*49=3969
