The rate of forward reaction is equal to the rate of backward reaction, and the overall reaction rate is zero .

But at molecular level, some part of the reactant is getting converted to the product and the same amount of product is getting converted to the reactant, therefore concentration of the both does not change but the condition is not totally static.

So, we call it a dynamic equilibrium.
