the line on top of the number means they are recurring. since the line is on top of both numbers, both are recurring and the decimal would be .78787878.... etc.

when converting a recurring number into a fraction you use 9 as the denominator, and you add a 9 for every number thats recurring.

in this case it would be 78/99 which simplifies to 26/33
