Explanation:

(<= means "is less than or equal to")

If we do reverse math, we can subtract 1 from both sides, leaving us with 4x <=-12. After that, we can divide both sides by 4, leaving us with X<=-3. This also falls within the parameters of 3x<=0, so no further solving is required.
