Answer: Other nations recognized the weakness of the U.S. government and took advantage of it. First, the British were slow to withdraw from their forts around the Great Lakes, and the United States lacked the power to drive the British out. In addition, Britain closed markets in the West Indies to the United States and passed high duties on goods entering Britain from the United States. The weak central government was powerless to either negotiate better trade terms or pass duties that would drive up the price of British goods. Spanish officials closed the lower Mississippi to U.S. shipping. Again, the United States could do little to change the situation. These problems led to calls for a stronger central government that could negotiate with other nations.
