Answer is 7:1 ratio water to syrup
Step by step.
7/8 water means 1/8 syrup, (7/8 + 1/8 = 8/8 or 1 whole) so the parts we want are eighths.
7 eighths syrup to 1 eighth water is 7 parts syrup to 1 part water, or a ratio of 7:1.

the whole can is 8/8
if 7/8 is water,
then syrup is : 8/8 -7/8 = 1/8
