The first thing we do is recognize what is going on. We see that Mr. Sneed has 108 tiles, and 9 lights, and they want you to figure out the ratio of lights : tiles.

We can make a fraction representing this by doing lights/tiles, or 9/108. We can divide 108 by 9 to get the GCD, or the Greatest Common Denominator so we can simplify both the answer and the fraction we currently have. After dividing, you get 12, therefore for every 1 light, there are 12 tiles. 1/12 or 1:12
