Answer is Upheld state segregation laws

Reason - Supreme Court decision that upheld the constitutionality of racial segregation under the “separate but equal” law. If races had separate but equal facilities the states could segregate. Example, a train could segregate one car for blacks and ones for whites. Separate but equal.
