Explanation:

no, because a square root is not a rational function, it is not a polynomial.

but the function has to be a fraction of 2 polynomials.

no matter what we do (we can e.g. multiply numerator and denominator by sqrt(x)), we cannot get rid of the square root in the overall function. we can move it up to the numerator and back down to the denominator, but it airways stays and converts at least one part of the fraction into simmering that is not a polynomial.

therefore, no.
