I am not entirely clear as to if throwing fewer than 6 darts is allowed, but we'd only need it for c.

The reason we need to throw fewer than 6 for c. is that all the scores are odd, so adding 6 odd scores will always give an even score.

We can create the scores by throwing for the highest score that lets us throw the remaning darts at 1 or more.
