Bilateral Aid happens when the government of a country sends money directly to the other government of another. Usually, that happens to help the country speed up its economic growth, development, and democracy. For example, the US has sent money to the Ukrainian government.

Whereas,

Humanitarian Aid is seen as the short-term version of bilateral aid. For example, you can contribute to a Humanitarian Aid cause to help an orphanage in Mexico. However, you can send money directly to the Mexican government itself. So basically, Humanitarian Aid goes towards the people, and they are usually specialized for something specific.
