1. there are more adult diapers than babies because japan has an elderly heavy population. that is due to good healthcare which allows elders to live longer. more reasons that have led to this overall situation is higher education of the general population, fewer marriages and later marriages, involvement of women in the workforce, and high costs of raising a child.

2. the situation will definitely impact the population. japan's reproduction rate is lower than their death rate meaning more people die than there are people born. this will reduce the population.

3. measures that can be taken to address this situation is the government paying people to have children. The japanese government has tried this already. They cover 420000 yen of medical expenses to any newborn child. In addition, mothers are paid 15000 yen until the child turns 3. many other countries with small populations or declining populations are paying people to have kids. Another way is giving leaves to parents in their job so they can go take time and take care of the child.
