y = -3/2x + 13

Explanation:

since y = 2/3x + 5

Perpendicular lines have slopes that are negative reciprocals of one another

so slope perpendicular line is -3/2

so y = mx + b

y = -3/2x + b

Using (8,1)

1 = -3/2(8) + b

1 = -12 + b

b = 13

then

y = -3/2x + 13
