so we need to solve for y=-2/3x+b

since it passes through 4,-5 we can plug it in for x and y

-5=-2/3(4)+b

-5=(-8/3)+b then add 8/3 to both sides

-5 is also -15/3

-7/3=b

so answer is y=-2/3x-7/3
