Clay soil changes based on whether it is dry or wet. The soil swells up when wet and shrinks and becomes hard when dry. Based on this information, does clay soil support plant growth well?

The clay does not support plant growth well because clay has the smallest particle size which means it has a low permeability (water can not travel through the soil well) causing the plant to not get much water or grow.
