Answer :

y = 2( x-3)^2 +5

Explanation:

The vertex form of a parabolic functions is

y = a( x-h)^2 +k

where (h,k) is the vertex

y = a( x-3)^2 +5

Substituting the point into the equation

13 = a( 1-3)^2 +5

13 = a*( -2)^2 +5

13 = 4a +5

Subtract 5

8 = 4a

Divide by 4

8/4 =a

2=a

y = 2( x-3)^2 +5
