Answer: 10/x

This is because

tan(angle) = opposite/adjacent

For the reference angle 38, we have 10 as the opposite side and x as the adjacent side.

Therefore, tan(38) = opposite/adjacent = 10/x

Side note: if you solve for x, you should get roughly x = 12.799
