The answer is Either B or C, But I'm going with ASA which is B.

explanation: congruent angles are about 48° they could be much more higher but in this case they aren't. And as you could see congruent angles aren't like that.

The rule is If two angles have the same measure then they are congruent.

Congruent angles are marked with the same number of "arcs".
