When Japan invaded Manchuria, the League of Nations wanted to bring peace to the region but once they saw both sides they tried negotiating the Japanese out of the war, which didn't work. After this they were going to apply sanctions to Japan (restrictions on trade) however the League never followed through on this because the countries could not agree on what would be included in those sanctions. There was also the fact that many nations didn't want to get involved in Asia and preferred to let Japan do their thing, sort of like they did with Germany in the 1930s.
