We understand this to be two separate problems.

-3/9 +(-2 9/10) = -(3/9 +2 9/10)

= -(10/30 +87/30) = -97/30 = -3 7/30

Additional comment

A calculator can help with these, especially if it is able to deal with rational numbers. (Many graphing calculators and some scientific calculators will do that more or less nicely. My favorite Android calculator app makes arithmetic with fractions and mixed numbers very easy.)
