Just so you can see it easier, 4 inches = 2 feet.

That means you should pick graph C

What my first statement means is that you have to pick some point on the graph that translates to (say) 4 inches to 2 feet. Since that point is clear on graph C, that's what you choose.

A doesn't make that same ratio. It goes 1 to 1. That is 4 inches = 4 feet. That's not the correct ratio

B is 10 inches to 2 feet. That is no where's near the right answer. Just plot the points I'm choosing to see if the ratio holds.

D is 4 inches to 21 feet. Obviously not 2 to 1.
