a. 3/4 b. 27

Explanation:

We know 25% percent are blooming, since 100-25 = 75, 75% aren't blooming.

Since 1 / 4 = 0.25, 3/4 = 0.75, so for question a. 3/4 of the plants aren't blooming.

For question b, we know there are three dozen plants, which is 3 * 12 = 36 plants.

75% of 36 = 36 * 0.75 = 27 plants aren't blooming.
