-Second, you secure the scene so it’s safe for medics to come in and save lives. If your officers are able to save lives they start doing so. You always rope off more area than you may need; you can make a crime scene smaller but you might not be able to make it bigger.
-Third you get as much suspect info as you can, and get it released to everyone in the area. Subjects, vehicles, weapons used, direction of travel, and anything else that might help ID the shooters.
-Fourth, as incident command you start following up with everyone you delegated tasks to, to make sure they happened. You update whatever supervisor arrives or is still on their way. Once you have a scene secured you need to organize an area for medics to use. Ideally you work with a Fire/Rescue LT/BC to get a dual command going. Evidence techs and detectives will be headed to you, you need to get a staging area for them as well. I usually find the first detective and tell them if they are not taking incident command from me, I need them to run their people and get back to me. Find an officer to wrangle the media that will show up, and make sure to sit those guys in an area where they can’t get in the way. The media should be put as far as legally possible from the scene.
-Fifth, you hold the fort and organize. Bust out the command white board and write down what is done, what needs to be done, and who is doing it. Put names, badge numbers, and phone numbers next to the tasks. Be prepared to deal with a secondary scene. Make sure everyone has the gear they need. Find someone without a job and have them go get a LOT of coffee and food for everyone that will be out here for hours.
