Several buildings are set on fire, people who own those businesses are in despair and want justice, several eyewitnesses indicate a group of teenagers hanging around in the area. (What do you do?)

Answer:

Call the cops, and let the firer marshal know what you know.

or

I assume the crowd’s desire for “justice” (as opposed to mob rule and vigilantism) is strong enough that they have already phoned the police, so that an investigation can be conducted and perpetrators can be prosecuted in accordance with *the law*.

It depends on what type of cop you are but let’s just say I was a detective you would question the teenagers and the eyewitnesses and see what you get from there
