It has many solutions.

2x - 7 = 1/3 x 3(2x - 4) - 3
2x - 7 = (2x - 4) - 3
2x - 7 = 2x - 4 - 3
-7 = - 4 - 3
-7 = -7
therefore it’s true meaning many solutions.
