i'm probably overcomplicating because i haven't dpne these problems in a while and i don't remember the formula names so sorry if it sounds confusing:

the angle inscribed in the circle has an angle of 64 degrees, so the angle of the minor arc that the inscribed angle creates has an angle of 128 degrees (angle of arc = 2 times angle of inscribed angle'

now using the formula for the tangent lines, x=(major arc-minor arc)/2, the major arc=360-minor arc=360-128=232 so we have (232-128)/2=104/2=52 so x=52 degrees
