The Shah left Iran in exile on 16 January 1979, as the last Persian monarch, leaving his duties to a regency council and Shapour Bakhtiar, who was an opposition-based prime minister. The first use of the 25th Amendment occurred in 1973 when President Richard Nixon nominated Congressman Gerald R. Ford of Michigan to fill the vacancy left by Vice President Spiro Agnew's resignation.
