No it is not a function! If you put an imaginary line vertically and the line touches two horizontal lines at the same time it is not a function of that makes any sense lol

No, because of the vertical line test, putting a line top to bottom anywhere on the graph results in it going through two lines and not only one, therefore, it’s not a function
