Should children under the age of 16 be able to work chemical plants or in construction? Why or why not?

I don't think children under the age of 16 should be allowed to work at chemical plants or construction. In certain cases I would deem it ok to work in construction (if your parents work in construction) but never at a chemical plant especially at such a young age. Chemical plants can expose you to harmful chemicals that their underdeveloped brains are not ready to handle yet. If there is any chemical leak it could be much more dangerous for a child than a grown adult.
