Answer: x = -1

Explanation:

You need to convert to the same base

(1)/(16) = (1)/(2^(4) ) = 2^(-4)

So

2^(-4) = 2^(-2x-6)

For these values to be equal, the exponents have to be equal

-4 = -2x - 6

2 = -2x

x = -1
