Answer: It can promote health by (monitoring a toxic spill that affects a drinking water supply.)

Step-by-step explanation:

Clean water act is a policy that established in United States (US) which is a basic structure for the following reasons:

--> regulating discharges of pollutants into the waters of the United States and,

--> regulating quality standards for surface water.

Clean fresh water is fast becoming a limited resources because of water pollution. We use fresh water for drinking, cleaning, for growing crops and in many industries. Water pollution threatens aquatic life in both freshwater bodies and the sea and oceans. Fishes, an important source of human food, are affected badly by water pollution.

The main cause of water pollution is the indiscriminate dumping of wastes (pollutants) into water bodies. The common water pollutants are:

--> refuse and sewage

--> industrial wastes,

--> agricultural waste and

--> crude oil

Therefore this act was established to monitor the toxic spill that affects drinking water supply in US.
