Why did the Congress under the Articles of Confederation set up three executive departments: defense, foreign affairs and war?
a. Because there was no visible head of government. There was not yet an executive branch.
b. Because they tried to set up an executive branch but the states would not agree to it.
c. Because at this time in history, the President did not have a cabinet, a Secretary of War, Defense or Treasury.
d. Because Congress felt like adding these jobs to the role of the President would be too much for one man to handle.
