Rajesh says that the expression

-5(-x - 8) is equivalent to the expression
5x + 40. Is Rajesh correct?

Yes because if you were to distribute the -5 to (-x -8) you would get -5(-x) = 5x and -5(-8) = 40 which would give you 5x + 40
