A - "We were on the verge of bankruptcy..." + "Vibrant and Prosperous"

"On the verge" related to being on the edge, like being close to the end of a cliff. Those words invoke imagery

Vibrant means bright and thriving, and prosperous means rich, successful and flourishing. Those words are pretty charged!

B - "We were a sinking ship" + "We repaired our ship"

The person speaking compares the state of the town to a ship sinking

C - There is no example for parallelism

D - "Five years ago...Five years ago...Five years later. I am your mayor...as the mayor"

The speaker (who is the mayor) repeats the phrase "five years ago", putting emphasis on key ideas
