This compound includes one Cl atom. Hydrocarbons only consist of compounds of hydrogen and carbon, but this compound includes chlorine too. So this is not a hydrocarbon.

hydrocarbons are only made up of carbon and hydrogen. since this compound has chlorine, it is not a hydrocarbon
