Anita felt that, the authority are supposed to be trusted and in return they will get the protection which they want from them rather than them, being feared. Unfortunately, her reaction was shocking when she got to learn that, the SIM are policemen actually working for the authority and the are being feared by people. That was, actually why she made the statement about "shouldn't we trust them?"
