Total pens in the bag = 2 + 4 + 3 + 1 = 10
1st pick: P(red) = 2/10 = 1/5
2nd pick: P(black) = 3/9 = 1/3

P(red, black) = 1/5 * 1/3 = 1/15

1st pick: p(black) = 3/10
2nd pick: p(red) = 2/9
P(black, red) = 2/9 * 3/10 = 2/30

P(red and black) = 2/30 + 1/15 = (2+2)/30 = 4/30 = 2/15

C is the answer
