parallel line means having the SAME slope
so the slope of a line parallel to the given line is 2
plug in the given point and slope of 2 into point slope form
y+1 = 2 (x+4)
solve for slope intercept form
y+1 = 2x + 8
y = 2x + 7
answer: y=2x+7
