Answer : In april 1917, he asked Congress to declare war on Germany. His second term ended in 1921. Germany had resumed unrestricted submarine warfare. When President Wilson saw that four US ships had been sunk that week, he asked Congress to declare war. But there earlier had been several incidents that had swayed US public opinion against Germany.
