FLORENCE GRIFFITH-JOYNER: Before I actually started competing in track and field we used to race in the neighborhood where I grew up in south-central Los Angeles. I said, "Wow. This tells us that there were two periods in her life: before she decided to compete in track and field and after she decided.

Grammatically, the before tells us that what happened before her decision was not nearly as important as what happened afterward.

She has completed her thought and is summarizing what it means in "and again ..."
