\cfrac{1}{2}(x+4)=-12\implies \cfrac{x+4}{2}=-12\implies \stackrel{\textit{multiplying both sides by }\stackrel{LCD}{2}}{2\left( \cfrac{x+4}{2} \right)~~ = ~~2(-12)} \\\\\\ x+4=-24\implies x=-28
