The answer would be the bottom option (3, -1, -5, -9).
In order to have an arithmetic sequence, you must have a common difference or the constant you add by every number in the sequence.
The bottom option (3, -1, -5, -9) would be an arithmetic sequence since it is the only option in which you add by a common difference of -4.
