Answer:

y = 4x + 35

Explanation:

the equation of a line in slope- intercept form is

y = mx + c ( m is the slope and c the y- intercept )

given line with equation

y = 4x - 7 ← in slope- intercept form

with slope m = 4

Parallel lines have equal slopes , then

y = 4x + c ← is the partial equation

to find c , substitute the point (- 8, 3 ) into the partial equation

3 = 4(- 8) + c = - 32 + c ( add 32 to both sides )

35 = c

y = 4x + 35 ← equation of parallel line
