Federal Aviation Administration (FAA) regulations in the United States require structures taller than 200 feet to have these warning lights for aviation safety. By keeping the Tower of Terror just under the 200-foot threshold, Disney was able to avoid adding the warning light, which could have disrupted the thematic integrity of the attraction.
