b) x+1/3y=2

Elimination:

b) -1/3(x+1/3y=2) = -3/2x - 1/2y = -3

a+b = (3/2x-2y=4) + (-3/2x-1/2y=-3)

= -5/2y = 1

y = 1/(-5/2

y = -2/5

Substitution:

a) 3/2x -2(-2/5) = 4

3/2x +4/5 = 4

3/2x = 4 - 4/5
