you always look to the number to the right of the one you are rounding

in this case, it's a 9 because the one-thousands place is the 4.

you're rounding the 4 up to 5 because the one-hundredths place is a nine.

a good thing to remember when you're rounding is 5 and up will always round you upwards, 4 and down will always round you down.

so the answer is 5000
