Answer is the ratio 1 : 9

Reason

The ratio of the side lengths of old to new is 1:3. It means the new sides are triple that of the old sides. Or we can write it as

new side length = 3*(old side length)

Square both parts of the ratio to end up with the answer 1:9

It means that new area = 9*(old area)
