Answer:

An object moving "closer" to the viewer would be blue-shifted.

The "Doppler" effect for a light emitting object indicates whether the wavelength of the emitted light is shifted towards the observer (wavelength decreased" or away from the observer "wavelength increased".

The "red shift" of receding stars indicates the observed stars are moving away from the observer and the universe is expanding.
