Answer: y = 5/2(x) + 7

Explanation:

5x - 2y = 12

- 2y = -5x + 12

2y = 5x - 12

y = 5/2(x) - 6

Since line is parallel to y = 5/2(x) - 6

gradient of line = 5/2

Equation of line: y - (-3) = 5/2(x - (-4))

y = 5/2(x) + 7
