Answer: B, 46,504

Explanation: Since we are rounding to the nearest thousand A, 46,295 would not work since 2 is not higher or equal to 5, making it 46,000.

C. C is 47,520. Rounding it to the nearest thousand would become 48,000 since 5 is equal or higher than 5. Making that too high.

D. Same thing with C. Since 47,924 is too above or the same as 5 it becomes 48,000 as-well as being too high.
